Alternate Tax Rate/Area Assignment Functionality in 8.98

What is the alternative to "Alternate Tax Rate/Area Assignment Functionality" in E8.98? I need it specifically for European Union where different tax rates needs to be applied based on ship-to (not necessarily ship from), and the same country may be supplying to multiple countries in the EU.
