Enterprise Mgr 13 install & "referenced database doesn't contain a valid Management Repository"

Tried this on both EM13 release 1 and 2 and couldn't find any previous threads.

Quick overview: Have a EM12 that I'm looking to upgrade to 13. I want to test the upgrade first and would rather not have downtime on our current one, so I copied the database over to a new host and started to install EM13 there. So new, cliean Oracle Linux server with a 12.1.0.2 database having a working 12.1.0.5 EM repository in it.

After getting to the "Configuration Details" screen and entering the info, I get a popup box saying:

"The referenced database doesn't contain a valid Management Repository."

Happens on both EM release 1 and 2.
