Does Specific Commitment Days on Branch/Plant Constants work for WO's?

I was just going through some documentation and noticed something on Specific Commitment (Days) in Branch/Plant constants.  Ours is set to 999 days to avoid future commitments, thinking it just applied to Sales Orders.  But we are struggling with our work order process for components.  As we enter orders, the commitment is automatic.  So, even though we have enough inventory on hand to meet our current WO needs, the available is always negative because our future WO's are committed right away.

Will changing this field have an impact on the WO or does it only apply to sales orders?

I will be a HERO if the answer is the right one - it's been a challenge since Day 1.
