Sales Order partialy went on back order even when inventory was available.

S4 Order was placed for Qty 6,  this got partially ship confirmed and lines got split.

line 1 was ship confirmed with Qty 1 and Line 1.1 Qty 5 went on back order even though 1080 qty was available.

What might be the cause for this?
