Inventory transfer Commiitted Quantity

When we do an inventory transfer if we have quantity on hand = 49 and a committed quantity of 1, available becomes 48.

If we try to transfer the 49 quantity we get error quantity invalid.

Should the system allow us to do this transfer?

If we disable warehousing should we be able to do this transfer?
