How to view all projects without member of projects

Hi To All

We are using R12.1.3. 

We have fours project manager in the company. Each project is assigned to one of the  manager. Every manager can view their respective projects.

Now the  GM want to see all the projects of all managers.

GM will not be a member of the projects, but want to view (view only) all the projects.

Can someone help us to get steps and results.
