Item not coming for tag count in physical inventory

Hi Team

I am running physical inventory cycle.

After i create physical inventory and take snapshot and go for tag generation.

Here i don't see the some particular items not coming for tag.

The item is assigned to the organisation i am running PI from.

The item is stock able and transact able.

The item has 0 on hand,

I have tried ruining the PI, making "Exclude 0 balance " checking and un-checking but none of the time item is coming.

What can be the cause ??
