How do I perform Tax Calculation in Payables for Drop Shipment Address?

In payables we use the EBtax engine to insert calculated tax lines.  This is always based on the Ship-To that is pulled from the PO matching process.  Is there a way to capture drop shipment addresses without having to create a new Location?  And have the tax calculated on this address?
