Security Rule alternative

GL account codes are being restricted with a combination of security rules and cross validation rules.  Unfortunately, several responsibilities have been created for the different security rules like 30 Internet Expense responsibilities.  I've been tasked to research the reduction the 30 responsibilities to 1.

Is there an alternative for security rules?  Could security rules be assigned to a role instead?
