Can't select operation sequence in WIPTXMAT form

Hello,

I need your advice. We have an idea to use wip material transaction form (WIPTXMAT) for EAM work orders' component issue. It works well ( on R12.2.5), but we can't select an operation sequence, the error occurs: List ov Values contains no entries. But work order has some operations and we can see them on the next form, WIP issue. Screenshots are attached.

Is it a bug? Or where are restrictions for operation sequence' selection for EAM work orders? I know that this form is desupported in EAM starting with R12, and we can use self service page from Maintenance Super User.
