Cannot deactivate a capital asset

I have a capital asset that seems to pass all criteria for deactivation - no open work orders or requests, maintainable flag off, and no asset associations - yet I am unable to deactivate it.  The error I receive contains the message "Asset Hierarchy exists for the Asset".  I have attached some screenshots and am hoping for some suggestions.  Thank you.
