Creating a BI Publisher report using Excel Template Builder is not working as expected in Fusion R11

in BI Publisher (MOSC) Question

I'm trying to creating a BI Publisher report using Excel Template Builder, but this is not working as expected in Fusion R11.

Able to upload sample xml file, when click on view sample report it gives me only one row of data, however when is used/upload this template in BI Publisher and run the report it gives me blank excel file as output.

Any help or suggestions ?
