Default Tax Rate in Rules

Hi, in testing setups for taxes, I had one rate setup as a default (zero rate) and this is the rate that showed in the default for Determine Tax Rate under rules. 

Since setting up jurisdictions specific to states and adding rates and making those rates defaults so that they will be applied when the jurisdiction is encountered, the default rate in the rules has changed to one of the new rates set up as default for the jurisdiction.

How can I ensure the one rate with no specific jurisdiction is the default in the rules for determine tax rate?
