Pay on Consumption Set-up

Does anyone have a white paper on JDE EnterpriseOne Pay on Consumption. We have a Vender tool crib on our shop floor, and we don't own any of the contents of the tool crib. We just want to pay for the tools we take out as we use them.

Does anyone know how to set this up, or have a white page on this? All the literature I've read on this so far has been very vague.
