Inflate Work Order Quantity for work-order quantity

Hello Gurus,

Our client has a requirement where they want the "Available to complete quantity" to remain intact if there is a scrap transaction.

For eg:- if the work-order is for 1000 ft, once we scrap 100ft , then the available to complete quantity becomes 900ft.

But the client requires that the available to complete quantity remains 1000ft as they will still have to manufacture 1000ft  to fulfill their customer order, and to write off the 100ft scrap.

Wanted to know if there is some profile option, standard functionality that can be leveraged from out of the box Oracle WIP to implement this or if we are looking at any custom solution.
