I can Implement an ECO & Revised Item that has Early Effective date greater than current date

Oracle EBS - Engineering User Guide says "There are two conditions under which revised items are not implemented: if the early effective date is greater than the current date, and if the user does not have access to the item type of the revised item.".

I see that the Implement command is disable in the menu when the item revision has the focus but when the ECO is implemented, the revisited item is implemented even though its effective date and early effective date are in the future.

Should implementing an ECO also abide by this rule?
