wrong address appearing in depot repair form bill to and ship to address

when we have selected one customer in depot repair from, in bill to and ship to address some new address is appearing. When saving service request with that address getting error message"API programming error (CS_servicereqeust_UTL.Validate_Bill_to_ship_Toparty):The value 36900 for parameter Bill_to Party is invalid".

But when I checked that address in AR standard customer that bill to and ship to address belongs to another customer and there is no relation ship with this customer as well.

Even checked in contact center form also there is not relationship added.
