Schedule BIP report by passing last month value (2016 / 09) as LOV

I want to create a report which will be scheduled to run on the first day of the month which will get the fact values for the previous month. So I want to create LOV as 2016 / 09 (last month) value and then pass it to BIP report.  Then need to schedule this report to run on first day of each month. Please let me know how should I do?
