1094C/1095C Corrections Error

I made corrections to both 1094C's and 1095C's and submitted the files to the IRS.  I received the following error:

I followed the documents provided by Oracle to correct the files and I only selected the corrected files when building the transmissions.  The form data file shows only the corrected information and not a complete file:

I'm not sure if I missed a step or did something incorrectly when selecting the corrected files to build.

Has anyone else received this error?
