Create Accounting Error: This line cannot be accounted until the accounting event for the applicatio

We created a single SubLedger when our R12.0.6 went live. And now, we create the 2nd SubLedger in our system with different currency this month.

When we do the create accounting for a payment, we got the error message "This line cannot be accounted until the accounting event for the application Payables that it references has been fully accounted."

The corresponding AP Invoice journal was created in Aug. 2016 with only single SubLedger, and it was created accounting successfully in that month. The payment journal is created in this month(Oct. 2016) with 2nd SubLedger has been created. Is this the root cause for the error? How can we solve it?
