Innovation Pack 2016 upgrade

We are working on upgrading from 8.1.1.14 ps 17 to 16.5.0.0 in our development environment.  Now the environment is nearly useless.

The Application menu items are missing.  The new Search Toolbar, Saved Queries, Notifications etc are also missing.  Across the application, list applets appear in Query Mode.  Record in focus on a parent list applet is not the same record on the child form applet.  Menu buttons and Queries do not work.  View list drop downs are not showing.  Applets are listed in the Help About View, but are not visible.

The upgrade team followed the steps in the guide so am at a loss as to what may have gone wrong.
