Mass Create Jurisdictions - Warning exceeded 2000 rows

Hello, in trying to use the create mass jurisdiction option for counties, I am getting a warning that is not allowing me to proceed.  The warning notes "Query has exceeded 2000 rows. Potentially more rows exist, please restrict your query", however there are no other items for which I am able to restrict my query as we do not use collecting tax authorities or reporting tax authorities.  Is there a way to proceed in using this functionality to create county and city jurisdictions?

I appreciate any advice that can be provided.
