Issues with Intra-Community fields on R0018P & R0018P1 Tax Reports after bug fix was applied

The IC filed on the R0918 Tax Detail report is still blank for the tax rate areas that are marked as Intra-Community in P744008

Only the tax rates in yellow are Intra-Community. On the R0918 Tax Detail report they show as blank:

Also, the IC Taxable Amount field on the R0018P1 Tax Summary report shows amounts for tax rate areas that are not marked in P744008 as Intra-Community but have a positive Tax Rate 1 and negative Tax Rate 2 which comes net of 0%.tax.

In the example above, GP13B & GPNDE are such 0% tax rate areas, as the client requested that we set up a tax rate of 0% in the same way that we set up the tax rates for the Intra-Community tax.  GP13B will be used for German Suppliers and GPNDE for Suppliers that are not EU or German. They specifically mentioned that these rates will be used for goods and services that are not tax exempt, but that are still tax free.
