Operator "Not Equal To Determine Factor"

Hello Experts,

We need your help.

While creating Tax Condition Set, am trying to select value "Ship-To Country" for operator "Not Equal to Determine Factor", but not getting desired value and finding only country names from LOV.

Can you please help to get value "Ship-To Country" in order set rules to apply tax based on Ship To Location"
