Can we define withholding Tax Certificate on Supplier level

We have 4 Ledgers with 4 Operating Units with 4 Supplier Sites

Ledger      OU        Supplier Site

--------     -------     -----------------

Ledger1    OU1        SITE1

Ledger2    OU2        SITE2

Ledger3    OU3        SITE3

Ledger4    OU4        SITE4

Suppose Supplier "ABC" is defined in all 4 Operating Units

When we define Tax certificate for ABC Supplier. It asks for Supplier Site. 

Is it possible that, If we define withholding Certificate for Supplier ABC anyhow. It is added in all Supplier Sites. Basically User have to switch Opearting Units to do so 4 times and it is time taking?

In simple, Can we define Withholding tax certificate on Supplier level instead of site.
