P3403 Branch Transfer Markup Does not Validate Branch/Plant

We realized recently that you are able to set up Branch Markup Records in the P3403 without the To branch record existing.  There does not appear to be processing options on this application and it does not appear that the program validates that a branch record exists when the From/To record is being set up.  Is that correct?

For example, we have an item in B/P 10 and we create a Branch Transfer Markup Record from B/P 10 to B/P 20.  The item does not exist in B/P 20.  The P3403 application allows the Transfer markup record to be created even though the item does not exist in B/P 20.
