Post-Tax HSA (Health Savings Account) Deductions

HSA (Health Savings Account) employee contributions are post-tax (state taxes only) for states California, New Jersey, and Alabama.  We have setup an HSA deduction, and checked radial button "HSA" so Vertex taxes the deduction appropriately.  In testing, the deduction is post-tax for NJ and CA, but not AL.  Is anyone experiencing the same issue?
