11g RCU running a long time

What is the normal time for the RCU to run for on 11g?  The log just says Initializing Reposityr configuration metadata, and Prereq taskId = INIT_META_DATA.  It has been running for 1h 47mins as I type this.  Does not seem to be doing anything on the Oracle Database server but we can see it is connected to it.   Is there another log I can look at to see what the hangup is? or does this utility just run that long?
