FIT allowance overide

I have an employee who gets paid once a year based on a settlement.  The wages are considered regular salary wages so the W4 should apply.  The employee and her accountant are both requesting that I take a percentage of 20% for FIT and 4% for SIT.  Is this possible in Oracle?  I see there is a FIT override field but I cannot get it to work.
