burst rate windows and reinvites

in Acme Packet (MOSC) Question

Hello, recently we had a scenario where someone used the core IP of the SBC on another server in our network.  This, of course, caused issues with the Session Agents going in and out of service, messages not being replied to, our core getting overloaded.  It was a mess.  On our session-agents, we have max-burst-rate configured, but my question is do these burst rates apply to invites that are being retransmitted because of no reply or they only are applied to new invites?  A single invite, when not getting a provisional response will create 5 invites to the core are
