IP16: Local DB Initialization Failed

Hi Team,

We installed IP16 tools and it is successful without any errors. Started local DB initialization and it failed at "Initializing User Accounts" (on the wizard).

Log shows below errors.  Looks like SIEBEL user does not have enough privileges to execute  GRANT statements on LOCAL_XE.

Please suggest.
