ERROR Could not update remote configuration files for instance

Hi, I face error when press several times  button Synch, what does mean?

             

log:

Could not update remote configuration files for instance prod_pd Verify that the WebLogic configuration is not locked. This may also be caused when one or more servers of a cluster is not running. Make sure the configuration is not locked and all the servers in the cluster are running and perform the sychronization again. Check logs for root cause. Exception invoking method updateApplicationFiles
