APEX 4.1 Is there limit on number of Dynamic Actions?

Hello,

I am working on an APEX 4.1 application.  I am trying to create some more dynamic actions, but it looks like they are being ignored.  Is there a limit on the number of dynamic actions a page can have in APEX 4.1?  I have about 20, and the newest ones do not work.  Of course, I could have made them wrong, but the first ones I made work.
