Managing Repository Contract Deliverables

Is there a way for a user to answer another person's Repository Contract Deliverable?

Currently in our setup only the Buyer can answer their own deliverable.

We want to have the ability to have a Contract Administrator to have the ability to answer the deliverable as well.
