Req change order sourced to PO automatically (No ePro)

We are on 9.2 FSCM image 18 and have no ePro module. We create requisition using Purchasing module and auto source them to PO. Any change orders on Requisition are creating new PO's but not updating the existing PO's. Is this the delivered functionality or is there any setup which is missing.
