Can anyone provide more info on the building blocks necessary on creating a Custom Rule Rule from P186401?

Ultimately, what I'm looking to do, is combine the gross pay from two pay types and spread that over the reported hours as a new base rate in order to calculate overtime.  Any help is appreciated.  (this has to be with the excess contribution as a cash benefit to the employee if anyone is familiar with it)
