E9.2 Change Assistant cannot install PAR file created from Configuration Assistant

Hello -

We are moving objects from one JDE instance to another using Change Assistant.  in E1 9.2 we are receiving the following error message when trying to deploy the PAR file.  I've never received the 'Failed To Check Superceded Packages' error message before when applying a locally created PAR file.

Did something change with 9.2 in regard to creating PAR files with Configuration Assistant or applying PAR files with Change Assistant?

The Change Assistant log shows the following as well:

javax.jnlp.UnavailableServiceException: uninitialized

EnterpriseOne: Deployment Server | E920 | PLANNER
