Running EBS 12.1.3 on Windows10 IE11 getting JRE error

Dear Oracle EBS application users:

We are on Oracle EBS 12.1.3

We have JRE 1.6.0_29 on our Oracle Application sever

Most of our users are using IE8 

We have some Oracle EBS users now have Windows10 and running IE11

They are getting prompted for JRE load.

Once they go through JAVA file load they get " Error 25099. Unzipping core files failed."

Questions:

1- What is the root cause of issue?

2- Based on above EBS 12.1.3 environment and user community that we have some on WIN XP & using IE8 and some on WiIN 10 & using IE11 how can we handle this JRE related issue for our
