Not able to move member to another parent

Hi

I'm not able to move member to different parent through load file.

I tried generations, levels, parent/child as different methods to load metadata. New parent gets created but hierarchy does not move to it (remains with old structure). I've allowed moves on this rule file.Has anyone faced this issue before.

Recent change made was allowing duplicates (although its not allowed on this dimension). Not sure if this has any relevance to the issue
