Oracle Wallet Manager 11.2.0.3 opens very slow

When I open the Oracle Wallet Manager software version 11.2.0.3 on Windows Server 2008 R2 enterprise edition the Directory selection screen takes 2 hours to open.

I have three environments PRD, TST and DEV. PRD opens fine about 1 minute. Dev opens in about a minute

TST takes 2 hours to display the select a directory screen. Does anyone have any advise my TST server has one oracle database running 2GB SGA total memory on the server is 4GB 2 CPU's
