US Pay - CA State Tax Levy not calculating as expected

An involuntary deduction for State Tax Levy in California has been set up by payroll staff, and they stated that it normally is off by a few dollars in the past, but for a new entry, they ended up inputting the exact amount on the element entry screen rather than 25% because of calculation issues.  They input $94.22 on the element entry screen but the payroll calculation only deducted $79.38.  This is a PT employee working 29 hours a week.  Can that have something to do with it?
