How to restrict multiple sample creation and notification when receive material into multiple Child

How to restrict multiple sample creation and notification when receive material into multiple Child Lot having one parent lot so that get one notification only?

This question was raised and answered about three years ago, the answer at that time being that it would require serious workflow customisation and that therefore the customer opted for a manual solution instead.

Have there been any changes in functionality since then that would avoid customisation?

The customer receives several spools of a braided material.  The spools belong to one parent lot and each spool is a child lot.  The customer wants one notification only, for the parent lot.  Customer knows that when carrying out lot release manually, releasing the parent lot results in all child lots being released - this is what he wants.
