P3411 Created an ST/OP instead of an ST/OT

I'm wondering if anyone has ever seen this occur.  We have a part set up as a transfer part.  When MRP was run, an OT message was created.  The planner answered the OT message and it created an OP purchase order instead of an OT, essentially creating an ST/OP.  I checked the processing option of the P4310 called by P4210 for transfer entry and it is set properly to create an OT order.  We're on 9.0 with 9.1 tools.
