FMW EMAGENT Fails to Start: Timezone Mismatch

We are having a problem perfectly resolved by applying the procedure Doc ID 1936358.1.It is when we enter Daylight Saving, the timezone does not match.  After moving to TZ=Etc/GMT-11

It is working well.

My question is, when we finish DST do we have to rerun this procedure to roll back our time zone? e.g. TZ=Australia/Canberra ... and run it as a six monthly procedure ?

It is not mentioned in the doc that this is once off fixing, and it looks to me that GMT-11 is to force our time zone to next time zone only. What is your experience ?
