Database index vs Siebel tools index

Hi Expert,

We are having index at production database as well as Siebel tools. If we are maintain index at database level what it will cause the production system? Is it oracle recommended approach? Will it affect the application performance?

Note: One thing i have observed during the deployment this was taking more time may be because of the data on that table.

Please advice which is the best way to maintain index in Siebel.
