In r12.1.3 SS Benefits - new elections appear to be saving prior to clicking on the 'Finish' button

We are implementing Self Service Benefits for Canada in r12.1.3.

Currently testing using a life event of 'benefit enrollment' and seeing that the elections are saved by the time the user gets to the 'Confirmation Statement' page.

Is this intended functionality?
