P17730 and P3009

Can someone explain how the S/WM work order commitment works in consensus with Mfg constants setup in p3009. We have the components added manually in P17730 and want it to get committed to secondary location.Secondary location always has more Qtys in our setup.  B/P constants is set to commit "Location with most Qtys" and mfg constants commitment control is set "Soft, Hard when printing". When i print the S/WM order using R17714 - Will it hard commit to the secondary location?

Right now the only way i can get the hard commit on component lines is by setting "Hard at the creation of partslist" option in P3009.
