Transfer ownership on delete user

I'm cleaning up some user accounts and transferring ownership to another user. In the delete user process, it is detecting objects that are owned by the user. On the first user I changed the ownership to a new user, mgmt_targets shows the targets are owner by the new user. When moving to the next user, that account is showing this user owns the same targets. Could there be a group or some sort of multi-admin given on a target to have the targets showing up for multiple users owning them?
