EBS Tax - Tax determining factor sets

I created a product - inventory linked fiscal class, it is using a specific item category, the category assigned to item master and all of organizations. then  I created tax determining facts set. it contains three factors , they are ship to country, ship from country and the new  Product - inventory linked factor.  I created the tax rule based on the conditions set which against the tax determining fact sets. but seems like the new Product fiscal class dost not work. all of the tax got calculated. I checked the setup and no issue found. Any another reason for
