Custom Error Message on OE_HEADERS_IFACE_ALL

I have a custom program that is reviewing records that are in OE_HEADERS_IFACE_ALL table.

If the record hits a certain condition in the custom program I would like to Error the record and create a custom error message that the user can see by clicking on the Errors button from the Corrections form. 

Is there an API I can use to create this custom error?

If there is does anyone have samples?
